Wash. A move to safeguard the west coast flsh- ing banks from any future encroachment by Japanese or Russian fishing expeditions was commended as the senate voted unanimous approval of a proposed Washington-Orcgon-Call-fornla compact. The possible future threat of both Russian and Japanese iishermen was mentioned by Senator Barney Jackson and A. E. Edwards as they endorsed a U.S. claim over waters extending out as much as 200 miles. Proiwnents of tlie bill, which still must go to the house, said the proposed three-state 'pact for conservation of fish far offshore would take effect only if congress takes action on pending legislation to legitimatize offshore claims. Jackson and Edwards told the rnate that the old three-mile limit was based on distance of cannon fire from the coast, and that in rocket era the 200-mile claim is warranted. Jackson said the Interstate compact had been needed for many years and conferences had been held by the three states on the issue. NAVAL ORDERS HJVI.C.S. Chatham, Reserve Naval Division 8 pjn.
