Mr. Lafleche was giving testimony In appeal by Robert Gordon against Inc. assessment on land occupied by his 'residence, G20 Seventh Avenue East, which was raised from $325 to $400 "per lot on the 1047 tax roll. Two unlmprovec lots Mr. Gordon's residential property, which rates at one of the mast attractively kept places In the city, were assessed amounts similar to the Improv ed parcels. "I want it made plain that home-owners are not assessed Tor bcautlflcation of their land nor for painting their houses," Mr. Lafleche said. "They are not penalized for making their city and their homes more attractive." Only in cases where such bcautlflcation takes the form of actual construction, such as the building' of conservatories, greenhouses, rockeries or fish ponds, do the improvements come under the notice or tne tax assessor, he said. Mr. Gordon, who described himself to the court as an ardent booster for a beautiful Prince Rupert," said that he was satisfied that there was no penalty for the bcautlflcation of homes and cited the equal assessments on his own Improv cd and unimproved lots as proof of this. "I have always urged home owners to plant trees anoV flowers and make their place at tractive. I am glad of the chance to clear up this misunderstand ing," he declared.
