You sa-w It In The- New.sl DONORS MUST LABOR UNION IS FAVORED By a small majorfty division, Prince Rupert's Citizens' Forum decided last night that Cana dian labor unions should be In-' corporated and theiisby achieve! an entity that would make them responsible under law. Incor-i p6ratl0n of British and American unions has been a stabilizing factor, the majority felt. Major point of disagreement was the fact that, if the unions were Incorporated, they could be sued and this created the question as to which part of the .union could be held liable, if a union or a local branch of it committed an allegedly Illegal act. Method of incorporation whether under federal or provincial charter also was a source of argument. It was pointed out that, while some unions have brandies throughout the country and could well be, Incorporated federally, other unions operate wholly within provincial boundaries and provincial Incorporation might suffice for these. Nevertheless, unions which operated strictly within provinces, often provided products that arc vital-to th? whole economy. On the point "Is the principle of union security democratii from the point of view of the workers?" the meeting compromised. The memb!rs decided that the "Rand formula," under which workers In a unionized Industry need not belong to a union, but must nevertheless, pay union dues, was the most democratic application of union security. The meeting also agreed thnt labor unions should not be forced to make certified- financial statements to the public but that their books should be made available for examination by approved arbitrators If called upon. .
