If we are ever to get world law those guilty of such individual acts of savagery should certainly be hunted out and brought to justice. But it should be justice not merely the vengeance of victors. North Koreans who committed Hallowe'en Tonight THIS is Hallowe'en the night when spooks walk and the young folks indulge in traditional pranks which, as long as they are kept within due bounds and compatible with good fun and orderly conduct, are expected and entered into by all. Orderly Hallowe'ens have been, the habit in Prince Rupert in recent years. Good sportsmanship has prevailed and young folk have had their fun and nobody has been hurt. It may be relied upon that such will be the case again tonight. Probably the good work of the Kinsmen's Ouh in its planning for Hallowe'en activities around their campfires has been largely instrumental in attracting the interest of the young folk along healthy and interesting lines. They have been doing a good service in this regard and their best reward will be another Hallowe'en in Prince Rupert tonight such as we have been having of late.
