Apropos of new developments in t the freight rates r alter, Financial Post pays: The Canadian railways stood to net $65 millions ft year after the lont -drawn-out struggle for a freight rate increase. Last week they committed themselves to $16 millions a year in . extra wages. Very obviously, the railways will have to get another rate ' boost. We think there is much to be said for the approach of the seven provincial premiers who this week stormed Ottawa de- mantling a frontal attack on the whole railway rate issue. Their strategy is designed to bring about a thorough overhaul o! the whole freight rate structure. Surely there is need for this. Many very fundamental things have happened to the economic structure of Canada, and to transportation, since 1922, since which year Transport Min- ' Ister Chevrier blithely confessed in the House "there have been - no changes in the general rate level, though rates have been substantially increased both in the United Stats and in the United Kingdom", In fact, so great and so fundamental have the changes been since 1922 that we would think this prima facie evidence that something needs to be done about them. ' The seven provincial premiers want this matter tackled by a Royal Commission because, they say, the Board of Transport Commissioners is so hamstrung by Its own rate-making precedents and the terms of its assignment that It can't do a full and fair review. Few would deny that the staff of the Transport Commission contains many outstanding experts and that in it is lodged a ma;or accumulation of lechnical knowledge about rail rate making. But we lean far to the premiers' view that what's needed now is a fresh, imaginative and unhampered-by-tradition approach to this Important problem. It is dominated by two fundamentals. Our railways have to be kept in sound financial condition. , They must not only be permitted to earn their keep, but they most accumulate sufficient additional funds for sufficiently rapid replacement and development. In this latter respect, the railways have too long been starved. That Is sheer folly and, . in the long run, extra costly. The second fundamental is that Canada is a nation; that Cape Bretons are Canadians anci so are Vancouver Islanders. These ere natural penalties of living on the periphery.
