paper
does
not
seem
particularly
hopeful
that

anything
will

done

turned

socially
productive

pretensions

desirous

eliminating
the

from
the
national

afford
to

votes.

might

mentioned
that
the
Government
has
a
steady
revenue

gambling
industry.
Off-
track
betting
is
discouraged
by
heavy
legal
penalties,

it
is
done
on
credit.

credit
bets
must
in

be
placed
by
mail,
telephone
or
telegraph.
All

services
are
under
the
P.ritish
post
office,
so
the
Government
thus
collects
a
small
but
certain
fee
on
every
bet
placed.

football
