Why has the Soviet government decided that there must not, at any rate for the present, be a "democratic all-German government" but only a non-elected 'German state council" dealing with "economic and administrative questions" under the "supreme power" of a revived Four Power Control Council? The first reason is, of course, clearly political. The shock of the recent Soviet zone elections have shown Stalin and his colleagues that a democratic united Germany could not be easily converted into Xommunist-dominated Germany allying itself politically and economically with the Soviet Union and disassociating itself with Europe. Rather, it was indicated that a united Germany with any freedom of choice would choose association with western Europe and not with the Soviet Union and its satellites. So Moscow now favors a cotinuance of partition so that the Soviet Union can at any rate still maintain control of the Eastern zone. Meantime, the Soviet has not been having much economic success in Eastern Germany but, to the contrary, intense economic crisis has developed The Soviet Union, for all its boasting of economic strength, is in no condition to help eastern Germany or any of its satellites. Even the Chinese Communists are finding that Russia is in no position to help them and, like the Soviet satellite nations of Europe, may have to rebuild economic connections with the west or run the risk of collapse. That is true also of Eastern Germany. Four years of Soviet administration and exploitation brought the zone to a condition in which it too needs Mrs. Emily Bolton, dead in ; the Naas Valley where she spent j all of her ninety years, could j have told a tale. Few indeed; survive who, in mind's eye, can' iee the north and as life looked, ninety years ago. The burden of great age was heavy but it could not have so greatly clouded memory. The Vishinsky proposal follows logically. Ther e must be a German body representing the "economic organs" of the East and the West. The sentiment of national solidarity in such a body might mean that, through it, the West wuuld provide economic assistance for the East. And it must be under quadripartite control so that the Soviet military governor can impose his veto if the "German Council" shows signs of any independence or of any desire to "interfere" in the economy of the Eastern zone.
