The long criticized "luxury" taxes were sliced too with a drop to 'ten percent at the manufacturer's level for the 25 to 35 percent levels now applying on the retail prices of jewelry, cigarette light ers, pipes, cosmetics, luggage, matches, bags, pens and pencils and desk sets. . For business Mr. Abbott juggled the corporate tax structure to lighten the burden for the small business man who earns less than $10,000 a year, OTTAWA (CP) A silver-lTned election yeah budget, topheavy with cuts in personal income tax brackets, was placed before the House of Commons and the country last night by Finance Minister Douglas Abbott who twice before had to give the people a rainy budget day accounting which skimped on tax relief. With obvious relish and one big sweep of the tax axe, Mr. Abbott lopped 750,000 persons from the income tax rolls whenhe announced that basic exemptions were being raised from $750 to $1000 for single persons and from $1500 to $2000 for married. . The tax position is also bettered,for those who still make pay check accounting to the treasury. But the minister of finance' did hot sto.o there. He flavored the concessions with a general deduction of rates and lifting of the remaining exemptions ister Abbott's budget announcement increasing it for the corporation which reaps a yearly profit running over that figure. The cut in one case is from 30 to 10 percent, the' increase in the other from 30 to 33 percent. The personal income tax and corporate tax changes become effective January 1, the others being operative tonight. Observers on Parliament Hill are generally agreed that it is an election budget patterned to meet the demands of the voter. J. M. Macdonnell (Progressive -Conservative, Muskoka, Ontario), official Opposition financial critic, said as much when he termed it a "bribery budget." The, budget contrasted sharply with that which Mi. Abbott placed before the Chamber last year when he conceded tax relief of only $72,000,000. It even outdistanced . the budget of 1947 when concessions amounted to $265,000,000. This new, shining budget was big, giving tax reduction of $369,000,000. That, say experts, is "no smallspuds" in budgetary history.
