It is now part of Russian school instruction to say that, while the money was paid, it was not as a purchase price. NEGRO PROBLEM THE NEGRO PROBLEM in the United States I is very much to the fore just now, particularly in thi south where it was made a political issue in the list election by President Truman's Civil Rights message. In an article entitled "The South Has Changed," which appears in the July issue of Har-per's-Magazine, Mary Heaton Vorse says that race relations are improving. "Although the Ku Klux Klan has freshed up its sheets and the Dixiecrats have put on a successful filibuster, there is a transformation going on, on the surface and down deep," saysJSiss Vorse. She had just returned from a tour of tH& southern States, and she says that while she found "the voice of reaction was' loud at every filling station, there was deep concern over the "exodus of the Negro from the Southern States." The first factor that is bringing about this change, says- Miss Vorse, is "self-interest" on the part. 'of business men, manufacturers and farmers, who are afraid their labor supply will vanish if greater opportunity is not offered to the Negro. After the First World War there was an exodus of three million Negroes. They emigrated north and west and they didn't return. Negroes have been regarded as the happiest people in the world. They are the children of the sun, -arid the American Negro still retains the primitive bouyancy and childlike simplicity of his" African ancestry. "Old Man River" was written by a white man and, while it may express the reactions of the Negro laborer to the hardships and the hustle of modern life, it is only a passing mood, and the philosophy of the song is more that of the white maiOhan the full-blooded Negro. It has always seenffid that a mixture of white blood tends to render Che Negro discontented with his lot, as if there were-a conflict between the two races in him. If there is some white blood in Paul Robeson, it may accoimt for his embittered attitude toward the country that gave him his culture and freedom to rise jto the top of his profession. It is doubtful w hether he could have achieved such eminence in communist Russia, for which he professes so much love and admiration.
