And any graderman will tell you Mr. LeRoss that wet roads are the only ones to grade. I submit, however, that the poor condition of the road Is not altogether the fault of persons! concerned with maintaining it, hut rather with the heads of the departments who issue the or- ders and supervise this Same personel.
