In Vancouver's Stanley Park there 4s a good example of both in one. Yet-numerous though its beauty spots are, it is a mind fhe playing fields and recreation grounds that roost of the crowd congregates. Admittedly a well-kept promontory with a sweeping view of our landscape would be a fine asset for Prince Rupert and could be included to advantage in our publicity material, but it is doubtful if day by day the populace would get as much fun out of such a place as it would from a less ornamental but more practical park. If, like Stanley Park, our hill were, suitable for playing fields, there would be no problem. Its staunchest advocates, however, cannot put up a convincing defence on this score. Its exposure to wind can make a farce of a ball game and bring discomfort to those who go there merely to sit and relax. In favor of Algoma Park it must be observed that it borders McClymont Park where the Gyro swimming pool and other attractions, for children have already made the grounds a centre of youthful activity. With this much definitely provided, there would be little sense in turning our backs on it to develop a park in an entirely different location. While . some may argue that directing the Roosevelt Park Fund into other channels would be a violation of the faith which created the fund, it is more important in this case to be realistic than idealistic. If we do not think for ourselves in this -matter, we may end up full of splendid intentions hut no park. The fund is just large enough to undertake one worthwhile project. We should guard against dissipating it or throwing it away on a futile purpose. In making its recommendation, the council takes the view that the only sure way to protect society from the criminal short of execution is to reform him. If a prisoner is more dangerous after serving his sentence than before, then society has suffered a loss and its security has not "been protected but endangered. What the council suggests is, in effect, that punishment for a crime should in reality be treatment for the condition of mind which led to the crime. This is probably asking for more than most prisons would be willing to give, but the proposal is basically sound. Keen though it often is, the criminal mind must iously prevalent.
