operation
of
the
city.

strict
definition,
they
are
a
luxury
and
a
seasonal
one
at
that.

its
great
credit,
Prince
Rupert
takes
the
broad

parks
are
vital
to
community
well-leing
and
maintains
them
on
a
scale
which
allows
a
certain
amount
of
improvement
each
