Representing property-hoMt-n. large and small, they leave no doubt that the city has found its recent assessments far from just. Admittedly it is inevitable that anything, no matter how minor, adding to the burden of living costs will bring j.rote.-ts, hecaue to almost everyone this is a matter of daily concern. There is a difference, however, between a scattering of protest.- and a full-voiced chorus of disapproval such as that created by the latest tax evaluation of property. It may be accepted, therefore, that the issue here at stake is much bigger than the surly di-gruntlement of a few individuals who would complain whatever the reason. In reacting promptly by preparing to enter an apjteal on behalf of the jieople, the city council has shown itself alert to the demands of those it represents and has proved its awareness- that an injustice has been done. In considering the case, however, it is important to determine just what the injustice is. If the problem is approached merely from the viewpoint that the assessments ft re too high, the chances of a satisfactory solution are very much lessened. By this line of thought, the answer is to press them all down a little until the outcry is subdued. i If that is all that is done, we face accumulating , trouble which will put some future council in a much greater dilemma than the one presently existing. Some of the symptoms will have been corrected, but none of the cause. What appears to be primarily at fault is the absence of a careful and professional analysis of ' all market values by which a reasonable ceiling may Ui applied to assessments and by which inequalities v between assessments are as nearly as possible "avoided. Without this, there is a danger of trying to force assessments beyond their proper limits to ' meet the needs of revenue and of obliging one par ;of the city to subsidize another. In short, In-fore the paring operation begins, some formula should be established by which it is .o t carried out. J In discussing the subject, a reminder should be I made that no one man can be singled out in retrospect for receiving the blame. In taking over assess- t ments, the individual selected is also taking over the whole tangled history of Prince Rupert property. 5 The mistakes of the past become his by inheritance. It is a serious responsibility which should not be allowed to rest on one person alone. In the case t now confronting us there can be no question that f an enoitnou.s amount of hard work and conscientious application went into the calculations but, unless an assessor has long experience to fall back on, help is going to n- needed. Even with experience, it is desirable.
