|" IS TO Bie hoped that Health Minister Hri¢ Mar-

tin had something up his sleeve when he told our
hospital board he was not worried about a solution
heing found to the financial problem that is facing
many hospitus, including Prinee Rupert's.

The problem was brought about by the BCHIS
directive declaring that no hospital wages or salaries
would be honored above the 1954 level. In Prince
Rupert this means that no allowance will be made
for pay increases amounting to $18,000 which al-

ready have been granted for 455, In short, the has-
pital will be left to its own resources to make up the

difference,

+ Since hospital budgets are not calculated to show
wv profit, and in any case must first be approved by
BCHIS which sees toit that rates are kept to a mini-
mum, there is small chance that the operating rev-
enue will be sufficiently large tu take care of this
juded cost. Consequently if the government fails to
make good the difference, it will almost surely fall
upon the city to du so unless the hospital reduces its
Servlees, cheice which will impose a
severe hardship no matter which course is taken,

© One cannot in all justice criticise the govern-
ment for endeavoring to take a firm stand in the face
of mounting hospital costs. As Mr. Martin pointed
out, they have gone up by veil over 70 per cent in the
past six years which is an excessive figure even if
gecoumt is taken of the increased services resulting
from improved methods and the province's growing
population,

; — But it is not reasonable to suppose that an al-
most complete halt can be called all at once. Under
BCHIS scrutiny most hospitals have already heen .
hugging the budgetary line as closely as possible— |
with the local hospital as a notable example—and it
jx difficult to see how wage increases can be avoided
when pay everywhere else is going up. :
