T é Advising in D purpose of basking in the wonders of the new auto- matic telephone system to be switched on in a few hours, No one could say enough that night about the marvels of the installation, the savings that had heen effected in getting the work done and the gra- titude felt towards the staff that had toiled bravely with the old system but would now have to be re- duced, : — Let there he no doubt about it, the tributes were thoroughly deserved and the dial phones have amply proved their efficiency, But some of the enthusiasm might have gone from the occasion if the guests had heen given a glimpse into the near future and seen the spectre of increased rates, Certainly there was. , nothing about the dinner to suggest that soon the ty council would be asked to pass a by-law author- izing higher telephone charges all along the line, Nor Wiis there any intimation of this in the entire history ofthe negotiations leading to the installation. When the telephone by-luw was put before the public in 1952 ratepayers were warned that mainten- 1 1 ' t } ance costs of the old system were eating up practical- | ly. ull the revenue from one of the city’s hest assets. ‘here was no question about this being true but the inference was that the new system would he a saving. In addition the by-law itself made it quite clear that the $675,000 debt to he incurred could he liquidated hy the revenue from telephone rates with room to spare, (Estimated telephone revenue for 1952 was given as not less than $127,000, and first payment on une debt as $20,000 plus interest.) SO ~ So the mystery now is what has ‘changed this ma * afreeable picture. ‘Ihe amount of $22,000 to be - raised by increased rates is precisely as large as the ; payment due on the principal of the loan this-yeur. It would appear from this that the debt is getting out of hand already. With an improved telephone system that pre- sumably involves much less maintenance than hefore, « it is difficult to see why this is so, Moreover if we have reached such a tight, position so soon, the out- look for the future is not encouraging since pay- ments on the loan increase annually.until the last is mye than double this year’s. a There is no question here of whether or not the elephone operations are efficiently handled. Prince Rupert’s reputation in this respect is ace high, : and apparently it was an engineering miracle that the old system was keptinservieeatal, 0 -” But there ig a question bf public-faith involved, The build-up given the new.system left no room for doubt that telephone-users were in for a hetter deal. - Mechanically that has proved quite true but no one was led to suppose that financially the picture would be'very different, Although the city council has changed in membership since plang to install the new _aystem were made, its responsibility Lo keep faith with the public in this matter remains unaltered, If the electorate is ever to be called on again to approve costly new projects, that proposed. by-law must be handled with care, t i ' , ‘ | ahout to launch one OL contre on on industrial town-- the most important INVES: site al Taku Inlet on Lhe harder’ conducted in between 13.6, and Alaska, Air land land surveys Including six ifield parties will conduct the ex. | ! ‘tigations ever ‘this country. ;' Its purpose will be to bring out, ‘into the open the whole horriisle Moretion work. istory of the shareotle drug MeN- | rhe John Wanamaker store in! fee In Canada. a New York Has closed after 58 ; By selecting Senator Tom Reld | yoars of service.
