The said debentures shall be deemed to have been properly executed by having been signed by the Mayor and the Treas- urer of the said City and shall be sealed with its corporate seal; 9. The said debentures shall bear date the Second day of Jamuary, A. D. 1914, and shall contain a promise to pay the principal of the said debentures and algo the interest thereon at the rate of five per cent. (6%) per annum, payable half yearly, annually, on the First day of Janu- ary and the First day of July in each year and may be with or without coupons attached thereto for the payment of in- terest, and in case coupons shall be at- fached to said debentures such coupons shajl be equivalent to one half year’s in- terest at the rate of five per cent. (5% per annum upon the amount of the de- benture to which they shall be respec- tively attached, one coupon being made payable each six months from the date of the said debentures. In case the whole of the six months interest shall not have accrued before the First day of July next teh difference shall be adjusted in the first payment of interest, The said cou pons shall be deemed to have been prop- erly executed by each one having written, Stamped, printed or lithographed thereon the name of the Mayor and Treasurer of the said City. Each coupon shall be num- bered with the number of the debenture to which it ts attached; 10. The said debentures shall be made payable at any place in England, the United States, or Canada, therein set out; 11. The amount of the debt authorized, by this bylaw is subject to consolidation with the debt authorized by any other by- laws of the said City passed for the issue and sale of debentures, and notwithstand- ing anything herein containe dauthorizing and directing the issue and sale of deben- tures for the payment of the debt hereby created the Gity of Prince Rupert consoli- dated stock may be issued in the place and stead of the debentures to the amount of the debt, This section shall apply only in so far as the City may be empowered by law so to do. 14. It shall be tawful for the Council during the construction of the pole line System hereinbefore mentioned to borrow money from any bank or other person willing to advance the same at interest to be agreed upon for the purpose of paying for the said extensions and for such loan to hypothecate the debentures to be issued hereuned, provided that such loan with the interest agreed to be paid to such bank or person shall be repaid out of the sums of money realized upon the sale of the said debentures. New Bedford, Mass., Jan. 4.— The fear that the Karluk, one of the vessels of the Stefansson ex- pedition, was doomed was _ ex- pressed by Stephen Cottle in a letter written Oct. 43, and just rectived here. Cottle was on board the steamer Belvidere, which was held fast in the ice ten miles off Demarkation Point, Alaska. “Dr. Anderson,” he wrote, “is stuck about seventy miles west of us with the two small vessels of the Stefansson expedition; the Kar'uk was last seen about ten miles off shore off Flaxman Island, four days ahead of us. With the ©. N. R. proposal eliminated there are several pos- sible theories.’ The most like'y and the one which it is believed is correct is that the C. P. R. is planning an aggressive construc- tion campaign in Northern Sas- katchewan, Northern Aelberta, and Northern British Columbia. The only part of the west which the G, P, R.-does not tap is the, great northern stretch through the fertile Peace River country and the great agricultural stretches of northern’ British Columbia. Both the C. N. R. and G. T. P. are laying steel or se- curing charters in every direc- tion, and it is generally believed thatthe C. P. R. is planning an invasion of the north. STARTED TWO DRIFTS Portland Canal Tunnels Co. to Do Extensive Develop- At the close of 1913 The Miner is in a position to announce some excellent news from the work now going forward at the Port- land Cana! Tunnels property. According to General Manager W. J. Elmendorf, who returned to the camp last week a drift has been started north on the Num- ber One vein into the Lucky Boy ground of the Glacier Creek Min- ing Co., Lid., and south on the Number Two vein on the Melba, owned by the Tunnels company, but approaching the Portland Canal Mining Company’s Riehard the Seeond claim. The big bore is also being continued ahead to cross the fissured zone and is. in over 2,860 feet. The general manager states that the Number One vein is over 100 feet in width and was struck by the tunnel when in a distance of 2,300 feet from the portal. The Number Two vein measures a width of 40 feet, being almost solid quartz, and was encoun- tered in a distance of 2,600 feet. Neither vein was well mineral- ized at the point of contact, but both carried some galena and pyrite.
