Stephens felt that the hospital was quite able to carry on for one year at least with a cut from the usual $11,000. General Discussion Before the delegation retired, Messrs. Stephens, Rochester, Arnold and Nickersqn all spoke along general lines, counselling the coun cil to do its utmost (h paring expenditures so that an improvement tax might not have to be imposed. If the burden became too great, It would be impossible for the property owners to meet their taxes. The delegation felt that It should be possible to hold down the. mill rate to 55 on land without resorting to an Improvement tax.
