RELATIVE TRADE AND TARIFFS A seeming reason advanced against the simultaneous removal of tariffs on natural products is that larger quantities of these goods are now shipped from the United States to Canada than from Canada to the United States. Theargument is in its basic assumption invalid, for no matter how the relative volume of purchases and sales may develop, both countries would benefit by the removal of obstruction. Good roads, which are simply the removal of obstructions, benefit both city and country, though they be used entirely to bring goods from country te city or from city to country. But accepting the fallacious basis of the argument for the benefit of those who think it injurious to buy and beneficial only tc sell, there are no grounds for alarm at the proposed tariff removals. American. sales in Canada have exceeded Canadian sales in the United States largely because the American tariff has been more absurdly obstructive than our own. Canadian products that might have been sold in the United States to the benefit of both buyer and seiler have been forced to the British market, where they proportionately displaced American u goods and lowered American prices. Wheat, for example, is taxed twenty-five cents per bushel on entering the United Stat8es from Canada and “only” twelve cents on entering Canada from the United , States. Yet by the latest annual return Canada imported 54,964 ts bushels from the United States and exported 152,383 bushels to th-t ; country, which goes to show that Canada had the wheat to sell and na the Americans wanted it. The balance will be increased when twenty- v7 five cents per bushel is taken off the American duty and twelve cents ‘ off the Canadian. % Theorists who imagine two nations are two individuals trading a) must be puzzled to learn that each bought wheat from and sold wheat to the other. But this international trade is not between two indi- viduals, but between millions of people living adjacent along four thousand miles of boundary. A man in Vancouver might find it beneficial to buy from a man in Seattle the same line of goods that a man in Boston might buy from some one in St. John, N. B. Relief anywhere must be mutually beneficial, and as the Americans are making the greater tariff reductions on natural products the increase in exports to the United States will probably be greater than the increase in imports from that country. We have a convincing proof i of that in the American duty on cream, which through a typographical nA error was changed from five cents per pound to five cents per gallon. As a result of the change Canada's export of milk and fresh cream to the United States increased from a comparatively trifling total of $8,256 in the year ending with March, 1909, to $1,731,393 in the year ending with March last. Similar changes mutually beneficial will follow the removals agreed upon. The American duty on oats is fifteen cents per bushel and the Canadian ten cents. The barley duty is thirty cents in the United States and fifteen cents in Canada. The duty on peas is twerty- five cents and fifteen cents per bushel, and on beans forty-five cents and twenty-five cents per bushel, respectively. Indian corn now pays fifteen cents per bushel in the United States and is free in Canada. In hay the duty is $4 per ton in the United States and $2 per ton in Canada. Potatoes are taxed twenty-five cents and twenty cents per bushel, respectively. The apple duty is seventy-five cents per barrel in the United States and forty cents per barrel in Canada. Obviously the throwing off of these many similar duties will make a greater increase in the volume of profitable American purchases than in the volume of profitable Canadian purchases. Many of the rates are difficult to compare on account of different systems, and in a few cases the Canadian duties are higher, but the American reductiors are in the aggregate far greater because their obstructions have been more extreme, This should relieve all fear as to the relative quantities of geods that will be permitted to pass both ways when the obstructions are removed. Henri Bourassa—upon whose anti-British, down-with-the-navy propaganda the whole hope of Conservative victory rests—-prefers not to discuss reciprocity. He says it is not the issue. Mr. Bourassa is himslef in favor of reciprocity. In his pamphlet on reciprocity he expressed this opinion: F “The essential conditions of our economic situation cannot a ’ beignored. The majority of the Canadian people live on the farm.. Canada is above all a country of natural productions—farming, forestry, mining and fishing, and industries derived therefrom. Ostentatious as may be the manifestations ard the banquets of their association, manufacturers cannot bring us to believe that the whole of Canada and that ‘other fellow’ counts for nothing.
