February 7. 15 FIRST THINGS FIRST At the time of the election the Liberal leader explained carefully that lheprovision of work and wages depended upon federal assistance but he prophesied that force of circumstances would compel the Dominion government to act soon, a prophecy which has been shown to be true within the past few weeks. It was the force of circumstance which compelled Prime Minister Bennett to make his recent radio announcements. It is the force of cireum-. stance which is compelling him to press forward a program of minor reform and which will force Mr. Kintr to bring STiniTI.n nEPI.AHE THRM!?P.IArP; In view of the persistent campaign of President Beatty 1 RUArt ior unmcaiion oi me railways, we inmK tne leaders oi each party shoud express themselves as to their attitude on this great question. Mackenzie King has already done so. He has declared himself clearly as opposed to placing the two big railways under one management. Premier Bennett has evaded the question. He has refused to make it a political issue and has suggested that it is a matter for both parties to deal with in unison. In view of our present method of making laws, we think this should be settled in the ordinary way. It should be made a political issue and the people given an opportunity to declare themselves on it. If Mr. Bennett favors union of the two railways, as everyone thinks he does, he should say so plainly. If not he should so declare himself. It would be most unfair fpr any government to bring about union of the railways without giving the people a chance to vote on it, either through a national plebiscite at the time of the election or through making the question a political issue and having it dealt with in the ordinary way.
