THE REVOLUTION IN CHINA.

Revolutions seldom go backward, and the present one in
China seems to be the result of intelligence that has found its
way through peaceful measures to every section of that vast
empire.

As seeds are blown by the wind to distant lands, liberal
ideas have taken root and are now developing into strength and
power. Like the great changes in nature we see the elements
move and witness the result, bul we know-_little concerning the
controlling, governing power.

j Within the last few decades great advancement has been
made in human affairs. All the South American countries fol-
lowed the example of the great republic. France, under a dem-
' ocracy, has made greater progress during the last forty years
' than she ever made in any century under a@ despotism. The

 

moved rapidly toward a constitutional government.

Turkey has sent her despotic Sultan into exile and now
“rejoices in a constitutional government. Persia has dethroned
her sovereign and now has turned her attention toward self-
government, Mexico has concluded the reign of its arbitrary
President, and Portugal has established a republic.

Now the Celestial Empire is in the throes of political con-

vulsion, undergoing a great change which is the most important

That mighty empire has produced some
of the most eminent philosophers, statesmen, scientists and
soldiers, and now may be the first establish a democratic
government in the Orient.

The great uprising organized and controlled by Genghis
Khan and Tamerlane swept over a part of China, Persia, India
and a portion of Europe, spreading terror and desolation along
their line of march. The present awakening of China is of a

far different character; prompted by different impulses and with

revolution of the age.

Section 3 of the British Columbia & Alaska
Railway Act, 1910 (Ch. 56, Statutes of

all the words after the word “Columbia”
in Line 10 of said Section and substituting
therefor the following:

Parsnip River by way of Fort McLeod,

the valley of the Finlay River through
Sifton Pass, thence down the Stikene
